It allows you to create an effect/throw a spell to spare your hero of doing it.
Dummy is needed to for example Mass Entangle everyone, since you create one dummy for either each enemy or only one and makes it/them throw entangle on the enemies.
A dummy is basicly a unit whos only purpose is to cast spells, the unit is hidden and will be removed shortly after usage.

Thats called dummy caster.
You can also use dummies for visual stuff like movable special effects and triggered projectiles for example.
