I don't think Wc3 supports -full- keyboard support.

If you want to use Reinvent the Craft, you can do full keyboard control.

However, people who want to play your map will also have to have RtC.

You can make one without using the mouse;

I'm currently working on a map, some kind of hero vs hero, with arrowkey movement. If you know all the hotkeys for skills and other stuff you don't need a mouse .
Though some skills use the mouse to get a target, but that depends on the hero you pick .

Not quite. Sure, you can make some arrow key movement and have around 11-13 buttons, but that's not nearly full keyboard.

You can certainly navigate around the menus using the alphabet hotkeys and/or Tab.

So you should be able to load maps without a mouse. And still use the F9, F10, F11 and F12 keys.

And I think TheDeathSheep is a keyboard-only map.
