Use the same ability on both items if you talk about shared cooldowns on items.

I think he means like in DotA, when you cast the Fortification spell is activates a cooldown for all players.

What it does. When a player activates the spell, it makes all structures allied to the player invulnerable for 5 seconds, and all players on that team share 1 cooldown.

What I think it does, is orders every player to activate it once 1 player activates it. :\
