Improve this Drawing

I recently made a drawing of a Dragon Tribal/Tattoo where I got inspired by a picture in DeviantArt.

But I need some modification. I'm not good with GIMP nor Photoshop nor MS Paint, so I'm requesting you to help me.

Here's an example of a tribal.
(Please don't compare mine to that one's awesomeness.)


This is what I need help with:
1. The paper that is supposed to be white, is no longer white. So I need your help to make it white.
2. Since it's a sketch, some lines are very.. sketchy (not sure what to call it), so I would like the lines strenghtened.
3. Also it's 1200x1600 right now. Could you make it 1500x2000?
4. Could you make the dragon black too like the example?
