Does this tool contain viruses?

No, some antivirus tools just think it does due to the nature of this tool, that works by injecting its own code into the process of the WE. Most tools allow to setup an exception for such cases, some have to be turned off though (like Kaspersky)

i dled this and tried to start it on my vista computer, there came up a window that said newgen we.exe has stopped working.. if i run newgen we.exe as administrator it works, but when i open my map i get a message that the map has been saved with a more recent version of the editor..
any clues?

Don't save it in any other editor other than NewGen. Otherwise, no.

You're missing RTC files. Unblock NewGen files on your AntiVirus and reinstall NewGen. Disable RTC.
