Magos Model Editor ???

In Magos Model Editor you can't really make models, it's meant for editing, hence the name... You could get Milkshape, but it's a thirty day trial and costs like 30 USD...

Using Magos Model Editor together with MdlVis covers most of it.

If theres some functionality missing check oinkerwinkles tools, or just convert file to mdl format and do your stuff with notepad.
