The actions list is in alphabetical order, so the action 'player - set property' can be found in the 'p' section, which is someway down the list.

I don't want to sound rude, but I think it is a good idea if you familiarised yourself with the editor BEFORE you start making maps.

The documentation that covers the main features for the editor is covered in the help menu (help -> warcraft 3 editor help)

If you don't even know what an action is, then I strongly suggest you take my advice above.
