Are you sure about you placed naga before the murgul?I tested that 3 times and first placed unit comes before.

EDIT: Removed attached

I've removed a few imported stuff in order to allow the map to be attached.
Unabled the initial cinematic so you can start right away (and in the Initial trigger gave ownership to the murgul).

Feel free to do whatever you want to find a way to make it work.



Btw, I just started thinking - could it be because I based the naga unit off a Neutral Hero ?

Go into object editor and find the units priority
your oracle's priority is 9 and the strength heroes priority is 8,
set the strength heroes priority higher and it will be first in the selection list.

i hope you weren't waiting for that too long :S

How come whenever I tried priority I thought the lowest number had the highest priority
