1. Is it enabled, to somehow change the level of terrain ingame, maybe by a triggered spell?

2. I have a spell that creates a permanent hole, but it gets deep enough, some invisible water appears. How to make this water visible, and unwalkable?

1. You can't vreate cliffs and such, but you can use these actions:
(Examples)

Environment - Create Terrain Deformation: Crater
Trigger:
  • Environment - Create a 0.50 second Temporary crater deformation at (Center of (Playable map area)) with radius 512.00 and depth 64.00

Environment - Create Terrain Deformation: Ripple
Trigger:
  • Environment - Create a 4.00 second Normal ripple deformation at (Center of (Playable map area)) with starting radius 1024.00, ending radius 1024.00, and depth 64.00, using 1.00 second ripples spaced 512.00 apart

Environment - Create Terrain Deformation: Wave
Trigger:
  • Environment - Create a 0.50 second wave deformation from (Center of (Playable map area)) to (Center of (Playable map area)) with radius 256.00, depth 96.00, and a 0.00 second trailing delay

These can be changed to permanent :D
Play around with them to get the right depth and such ;)

1. No, unless you have a cliff model which simulates terrain raising.

2. Press CNTRL+Shift+W in your world editor.

1. You can't change the cliff level but you can make hills/craters.

2. You can't add water ingame unless your whole map is water and you raised it until you can't see the water (which is long and annoying to do)
