Why are teams so frequently "messed up" on custom boards?

This is somewhat a map making question.

In Warcraft 3 custom maps, teams were generally defined in the lobby. Taking a map most are familiar with ... dota, you could play 1v1, 2v1, 2v2, all the way up to teh maximum number of slots allowed per side. When players were placed on a given team in the lobby, they stayed on said team when it launched.

In SC2 custom maps, it seems most frequently the lobby settings mean nothing. My friend and I, who generally enjoy playing maps 1v1, will set up a private game in the lobby as 1v1, then the game launches and suddenly we are on the same side.

Some games do not even allow movement to "Team 2"

Some games have strange 5v3v1 team setups in the lobby only to convert to 4v4 in game.

What is the basic reason why the lobby settings seem so messed up/ignored.

I think at one point the default when unspecified for non-meele games was 3 vs 5 or something, and then almost like a fashion thing caught on of auto-arranging the teams to fix it in-game rather then to actually set the lobby preferences such that they made sense, similar to how in dota the -sp mode would auto-arrange the teams
