Advanced Cooldown

Is there a way of for example:

Mountain King's Storm Bolt has by default 9 seconds of cooldown.

I want to sell an invisible ability to this unit where 10% of all abilitys cooldown are decreased. So Storm Bolt has something like 8 seconds cooldown.

Is this possible without having to create another Storm Bolt skill and replace it?

Yes, use Engineering Upgrade. It will allow you to "replace" an ability without actually replacing it. To make Engineering Upgrade "invisible", place the ability in a disabled spell book.

How about add an initially disabled storm ability to the unit, enable it when necesary disabling the original,both abilities would do the same, with diferent cd?

Engineering upgrade doesnt refresh cooldown afaik

Thats pretty muchly possible.

There is a spell called Gone With The Wind, in ToB O, which has the smaller cooldown, the more spell power you have.

You just gotta generate few hundreds of abilities with different gooldowns to make it work. With GMSI and gsl languege, or some other tool like that it should, however, be pretty fast job to do.
