Simply, possible? If so, how?

"Combat-Attack 1-Dice Rolled: 1"
"Combat-Attack 1-Number of Sides per Die: 1"

That way the attack will roll 1 die with 1 side on attack. With a 0 base damage that means that the unit can only do 1 damage.

Use the negative Values. I am sure that there is not negative attack
