The game starts out a little confusing as the interface is weird, but after the quick tutorial it becomes extremely self-explanatory. You purchase minions, their cost slowly grows, and you can assign them to do different things. If you put them into the control room they'll increase your mission success rate or if you assign them to your base they will defend it from attackers. Attackers only come when your notoriety level, a bar on the left of the screen, reaches a checkpoint which is represented by a line.
You send your minions off to do missions, and you slowly gain power. The goal is world domination. Have fun.

You can change peoples positions quite easily, moving a ton suddenly to defend is possible.
