how do i set hero lvl

i need my heros to go to lvl 15 but i dont know what to do so they can come lvl 15

You set the Hero Maximum Level under 'Advanced -> Gameplay Constants'.

Should say something similar to:
'Hero - Hero Maximum Level'

Up at the top with File, Edit, View and all that, there's a menu called Advanced. Click that, then click Gameplay Constraints. There's an option that lets you set max hero lvl.

Advanced-> Gameplay Constants -> Hero Maximum Level, check "use custom gameplay constants", and change the field to for example 15.
