I'm trying to make a trigger that prevents damage dealt from basic attacks and then deals trigger-induced damage to the target equal to the damage that would be prevented.

What do you mean by 'basic attacks'?

Use a damage detection system, preferably GDD

then something like that:
Trigger:
  • Shield
    • Events
      • Game - GDD_Event becomes Equal to 0.00
    • Conditions
    • <Your Conditions>
    • Actions
      • Unit - Set life of GDD_DamagedUnit to ((Life of GDD_DamagedUnit) + GDD_Damage)
      • Unit - Cause GDD_DamagedUnit to damage GDD_DamageSource, dealing GDD_Damage damage of attack type Spells and damage type Normal
