How to archieve this kind of effects?

At 0:25 seconds, the picture with Charlie and the blue fire effect. How to do something like that, with GIMP?

I'm trying to do something like that, so I'm looking for a tutorial, or someone that could advice me. I wouldn't mind if someone would do it for me either (if it's a simple job).

I think he basically made the text's opacity less than 100% (probably around 60-80%) and added a glow around it. Then make a separate layer, and have a big blue blob. After that, you just need to smudge it around a lot. Basically follow the motion of flames... Dodge the highlights (very bright areas) and burn the darker areas.

Not sure how many of these features exist in gimp, but a lot of them should. Basically: smudge and burn/dodge. (Dodge = Feature that increases the brightness of a particular area, and Burn = Feature that darkens a particular area [It might be called something else in GIMP])
