I want all my skills to Be learnable and Unlearnable if it was learn in the last Level

Maybe it is my World Editor, but some of the Level Skip Requirement works the way I want it to work, as in suppose if you learn a skill at level 1 you won't be able to put a point in it again until level 3
but some skills doesn't work, despite the same value in "Level Skip Requirement" these kind of skills you put point into it at level 1 you can do so again directly at level 2
I put "0" at all skills's Level Skip Requirement because I want the gameplay constant, Some of it work wells and Some of it don't, so does the Gameplay Constant differ for each skills?
