Is it possible to make a custom race?
For example:
Instead of night elf i want it to be Dark elf.

How do i do it if it is possible?

Yes.

Create all the units/structures for the race and use them in-game.

well take the race night elf and modify the units to have a darker color
you can go into detail and replace the original NE spells with dark elf ones (you will have to make the spells, there are no built in darkelf ones)
you can also change unit skins if you are interested.

or if you want a 5th(6th? 7th?) race then make a new custom unit of all the original elf units and buildings and modify those.
rename the custom units to avoid confusion.
change tinting color to 180-180-180 from 255-25-255 to make them look darker.
replace the wisp's Techtree - Structures built with the custom buildings you created
replace all buildings' Techtree - Units trained to the custom units you created. (eg make AoW train dark archer instead of regular archer)

you mean just a custom race (as other posters said) or you want the "nigh elf" at window BEFORE game starts loading be "dark elf"?
If you want second you have to change something in MPQ i gues (dont quote me for that). I dont know how to do this <.<
