is it possible to add cooldown to a passive spell ?!

hi all
as i said in title is it realy possible to add cooldown to passive spells ?

for ex : we have an ability (passive) that cause your unit to push the unit you're attacking if the ability is not in CD and then add the cooldown to your ability . . .
