Item Divine Shield problem

I am using an item based on Potion on Invulnerability (or something in that manner) but I want the item to be a permanent one which doesn't vanish upon usage and instead goes on a cooldown.

My problem here is, the item has been made permanent, and is clickable, but can only be used once - when trying to use the item another time, it can be clicked but nothing happens (no Divine Shield effect nor cooldown).

Any clues?

Create an item and give it an ability Divine Shield from Paladin. Try like that. I haven't tried it myself tbh but thats the first idea i get.

Try changing Perishable to False and Number of Charges to 0.
