Ordering a unit to target a unit group?

I want to be able to do something like this.

• Order (All units of (ZeppelinGroup)) to Load (All units of (LoadingGroup))

Those unit groups would already be defined earlier in the trigger, with ZeppelinGroup having a couple zeppelins, and LoadingGroup having various units.

I can't seem to figure out how to do this.

• Unit Group - Pick every unit in ZeplinGroup and do (Actions)
  • Loop - Actions
    • Set ZepTemp = (Picked unit)
    • Unit Group - Pick every unit in LoadGroup and do (Actions)
      • Loop - Actions
        • Unit - Order ZepTemp to Load (Picked unit)
