How do you make the little "! " appear and diappear above a unit's head? and how do you make the towns people walk around they just stand there?

1. Use the trigger action "create special effect on unit". You'll need to use variables to remove the created effect.
2. Give the villagers the "wander" ability.

instead of doing wander i used an integer array variable with regions.
actions
set random = random integer between 1 and (number of regions you have)
if random = 1
then issue order targeting your region.
else if random = 2...

this is good for me because i don't want them to just walk around i want them to go to different shops so it looks like they are shopping.
