[Trigger,Object Editor?] A Building's construction are havent done.

Ehh guys , I got a question about a Trigger thing or Object editor .Here is my question : My unit are starting a construction , and the time is very long , so I would like to do something while waiting it done constructing , and the bar won't be stuck there so I need to go repair. Is that is trigger problem or object editor problem or Gameplay Constants ?
