actually time is not entirely based on the sun. in 1955 it was changed to an atomic theory. the atomic second is the interval of time taken to complete 9.192 oscillations of the cesium 133 atom exposed to a suitable excitation.
as its based on atoms it means atomic ceasium clocks will be out by no more than 1 second every million years.
