Making an AI would involve manually triggering everything the computer would do, like Dirac said. For example, if you wanted a computer to send units in to attack once five units have been trained, you would need to make a trigger that would detect when a unit is trained, check if it was the fifth unit trained for the computer, and then order the units to attack-move to a point. Depending on what you want to do, it can be a very time consuming process.
