Blocking Allies-menu

How do i change Allies-menu so it cant be changed during the game and how can i still give money/wood. i want to block give vision, ally or not.

If i remember correctly its under Scenario -> Scenario Property, and there is a check box that says fixed player settings

Do you got any picture of that, cuz i cant find it,
Scenario > Player properties (is the closest to scenario, didnt find scenario)
