boss not using custom spell

I have found lots of spells here on thehelper.net spells section and I used some of it in my map. I decided to give it to the BOSS of the game (final enemy, strongest one). the spells i used were X-Fire and Force lightning ( search it on the spells sections). The boss seems to use the force lightning skill but not the X-Fire ability. Maybe it's because the parent ability of X-fire is death pact and maybe it needs an allied unit for the boss to use it so I changed it's parent ability to shockwave but the boss doesn't seem to use it also......... is there a solution to this?

Neutral units usually use stronger abilities when there are more enemies to fight.
