can unit with Locust buys item?

Depends, the unit is not controllable, nor selectable, so unless you put him there, and the shop actually TARGETS locust units, then yes. Else no.

so if i make a trigger like this,

• Untitled Trigger 002
  • Events
    • Unit - A unit Acquires an item
  • Conditions
    • (Triggering unit) Equal to AR_Dummy[0]
  • Actions
    • Item - Remove (Item being manipulated)
    • Item - Create (Item-type of (Item being manipulated)) at (Center of (Playable map area))

will it be like the unit will always have no item but there will be item type of bought item at centre of playable map area??

It's not possible. I don't think 'Select Unit' can target Locust units. You can always try though. So easy to do so.
