Channel Question

So I have a channel ability and I want it to be passive for one level and active for a different level. Example, level 20, is active meaning you click it, it does something, but level 21 is passive and is just there for display. I know you can get around this by just removing the ability and adding in a separate passive ability, but it is in a spell book. Also, I dont want to waste space in my spell book by having 2 copies of one spell in the spell book... Any ideas or is it hopeless?

Tech requirements? Make it require to have some units as requirement. At level 20, create that unit and hide it. At level 21, remove the unit when the ability is learnt. And so on...
