Custom Hero Make

One thing I've seen several times but never got to do.
How do I get a heroes choose their own abilities and not have to buy anything to increase your level by increasing their own level of learning at your own hero?

I can only make the magic level increase, buying the same magic again.

If what you mean is only getting more skill points to spend (like you get when leveling up), there's a trigger action doing this.

Hero - Modify unspent skill points - Add x

Looks like that, I don't have warcraft 3 near at all.
