You could do something like
Set randominteger = to random number between 1 and 100
If all conditions true then do actions else do else actions
if randominteger less than or = to 15 do actions
actions -
Add (Spell Immunity) to unit
Wait 3 seconds
Remove Spell Immunity from unit

you can probably do it only if evasion has been done whole with triggers i imagine it wouldnt be so difficult only i dont know exactly how to do it. The pure example would be to do an evasion by trigger then if unit has a buff run another trigger that makes evasion less ''evasive''

that is indeed the solution but the problem here is...what if 2 spells hit him at the same time? he will get a free block. or what if someone tries to cast something on him (heal for example) 1 sec after?
there is a way to fix this though
event - unit begins casting an ability
condition - level of <spell evasion> for target unit of ability being cast greater than 0
actions
remove spell block
if random integer from 1 to 100 less than or equal to 15
add spell block
spell block would be an ability based of amulet of spell shield item with 0 cooldown. the unit would technically be immune all the time, but once you try to hit him with something his immunity will fade away and come back if he is lucky (if the number is less than 15).
