how to remove grass and bushes?

But aren't the bushes doodads? I remember seeing them there....

Anyways, did you mean the bushes that aren't there when you open up a brand new map... The ones that don't appear when you change the textures... It feels like you created your own issue. I'm also pretty sure that bushes are doodads, considering the fact that... if you type "bush" into the doodad search bar you find a "bush" that you can, in fact place... just saying...

You cannot place foliage manually I think

To disable foliage:

Terrain (T) -> Foliage -> Disallow Foliage

To create new foliage:

Terrain (T) -> Foliage -> Allow Foliage -> Decrease/Increase density per cell -> Generate Foliage
