Is it possible to work WE with other program ??

As you know WE have their own language called Jass which is Just another scripting syntax. Anyway, some syntax is much more easier in C++ than in Jass such as Encrypt (Encode). So I would like to know if there is any function which I could use it to run the file ".exe"(The C++ program will be in .exe) in import editor through trigger editor.

Unless you're using some sort of return bug which will soon be blocked by Blizzard, the answer is no.

If you have JNGP, you can use vJass and Zinc. Zinc may be closer to what you're looking for.

You could make your own language too, as long as it compiles to JASS for the game to use. You cannot modify WC3 itself to use any other language. Don't bet too much on running executables in-game either.
As for running them from the editor itself, it's possible. JNGP does it.
