Problem making hero ability

I made a new hero ability based on an item ability, but in the game, the icon display in the research only. Nothing appear in the hero ability ?

Some abilities just dont appear in the command field. You simply cant use that ability as a unit / hero ability.
What you can do instead is to use some kind of dummy ability. And trigger the effects and the use.

How can I make the system differentiate the level of the dummy ability ?

Example: Lvl 1: 20% do sth, lvl 2: 40% do sth, which condition would help confirm the current level of the ability so that I could set the chance?

I must be stupid, I totally thought you meant something else. Mudkip is right, though I'm not sure if item ability levels work properly.
