Random Lag Spikes

So i seem to have encountered a interesting issue that i cant find a way to resolve yet, maybe some one here may be able to assist me. i am currently running a windows 7 OS with 4gb of ram, all DirectX files and drivers up to date with a 16mb download rate connection, yet for some reason when i am on battle.net, not even in a game(although it persists there as well) i get continuous lag spikes that make no sense or have any idea what is the cause, any help would be great!

What graphics card are you using?

note that speed is sometimes different from latency..

That will probably be why. Integrated graphics are not good for gaming.
