So this is what im trying to do

A unit attack another unit (ranged) if the distance between the attacking unit and attacked unit is 900 or less i want the attacking unit have about 30% chance to miss an attack. And if the range 901-1800 i want it to have 50% chance 2 miss so any ideas how i can do this?

Damage detection system, if the distance between damage dealer and damage taker is greater than the desired amount, check for percentage, if false, set health to current health + damage taken. If you want it to miss on fatal damage you will have to run a 0.00 countdown timer and check when it expires, giving the unit a + X health ability, set health to health + damage taken, then remove the + health ability, and you're set.
