Seige Creep Spawn

I am making a custom hero seige/survival map and I am not sure on what to do with the waits between the levels.

I got 2 options.
Option 1
Make it to where you have to kill all the spawned creeps then a timer starts for the next level of creeps.

Option 2
Make it to where a timer starts for the next level rather all the creeps have been killed yet or not.

What do you guys think would be the better option? I dont want it to be to easy, but I dont want it to be impossible to survive ether.

Right now there is a 15 sec wait between the levels, but that is just for testing, in the release it will be a 30 sec wait.

i prefer the timer because waiting till all units are dead isnt that realistic i think. what kind of general would wait until his first wave of troops died out until sending in the next ones?

well i suggest you using both options.
create a timer and spawn units periodically but IF all units are already dead the timer will run out faster. (this way it wont be too easy nor too hard depending on the time you select)
