Gotham City is a mixture of a lot of things, but yeah it very much embodies New York City as well. The early comics based it off of many places like Chicago, Pittsburg, New York, etc.

Pretty much every major city in the US wishes it was New York. Actually, most major cities outside the US probably wish they were New York. Why? Because everyone loves New York. How many people do you see with an I Heart Mexico City or London shirt on? Not very many, because Mexico City and London blow, and New York rocks.
