How do they work?

theres 2 skills in dota that passively grants a bonus for the next attack every after it coolsdown

Tidebringer - Kunkka's legendary sword Tidebringer is infused with the very power of the sea. Akin to the ebb and flow, Tidebringer passively grants the hero increased damage and large AoE cleave for a single strike every once in awhile.

this one adds 15/30/45/60 and 100% Cleave on a 380/420/460/500 AoE for the next attack every after 16/12/8/4 seconds

Jinada - Passively adds a critical strike and maim to Bounty Hunter's next attack, has a cooldown.

this one adds a 1.5x/1.75x/2x/2.25x critical and 3 seconds 25% AS and MS slow every after 15/12/9/6 secs

The abilities themselves are completely triggered, meaning for Tidebringer every 16 seconds (as an event) the unit will get abilities, the same with Bounty Hunter. Did you try using slow poison with cooldown? I believe that is the base skill. If not, try using envenomed spears (same...) and other things. Could also be a baseless non orb effect but nothing comes to mind at the moment, try a few "on attack" passive skills and see which ones can be triggered by cooldown, then use the ability you see fit.

orbs dont follow countdown if unit attack without direct order, soo its very easy to abuse and use such skills without countdown.

What DotA does is add Cleave/bonus damage to a hidden spell book, and when you learn the spell you will gain the spell book. If you attack and you have the spell book it will remove it and either use a wait function or start a timer, then re-add the spell book once the timer expires.

Yeah, I believe they do this. However, you'll need to detect damage done by a normal attack. Or else, you'd need a Buff Placer to easily detect an attack dealt.
