Flare question

Is there any way I can make a flare that goes from a flying unit down to the ground and stay on the ground?

no.. the flare you see is a animation..
unless you have a animation that does exactly the opposite you cant...

you can trigger it
but to make it go down. make a dummy unit with the flare animation
and set maxpitch to -180 (hold shift and click the filed to allow negative value)
then set the fly height to like 1500 : p
