no, even normal starEdit can do that... I haven't played laser fences, but I'm assuming you mean the same effect as in dodgeball or in Blizzard's Deception map, with a series of observer explosions from one point to another, killing anyone in the same area as the exploding observers.

It doesn't have to be observers, but observers are ideal, because they're cloaked, so they don't show up so much before exploding, and because they are flying, so they're guaranteed to be placable and centered, even when the players have moved many units into the explosion area.

To achieve this effect, you must first have a series of locations along the line you wish the explosions to occur on. Space them based on how you want it to look (A continuous series of explosions require a line of overlapping locations, whereas if you just want a bunch of independent explosions along the same line, you should space the locations out some)

Next you must write the trigger. The conditions are up to you, and it can be set to execute for any player that you are sure will be in the game (computer players work best for this, and don't use any groups, because it will execute multiple times for a group)

ACTIONS
-Create 1 observer for player at location 1
-Kill all units for all players at location 1
-Create 1 observer for player at location 2
-Kill all units for all players at location 2
...

And so on, for each location that you want exploding, in the order you want them to explode. Don't forget to preserve the trigger.
