how can i edit the build time of the buildings?

It is in the build ability. Say you wanted to change the build time of a Gateway to 7 seconds.

Go to the Abilities tab of the data editor and find the Probe - Build ability.

Find the field called Ability - Info + and open it.

You should see a list of all the buildings. Double click on the Gateway and a new window will open up. Scroll to the very bottom and you will see Info - Time. Change that to 7 seconds.
