Online Chatroom = Public?

I just want to know if a online chat room is public, in the sense of: 'He publicly humiliated me in the chat room'. I wouldn't say it's public because the people don't know who you are (unless you told them), and that you're taking it way too seriously?

Public means that everyone can see and join the channel/chat room.

public means its open for people to join. "open to all persons: a public meeting." So technically, yes he is right, but also yes, hes taking it too seriously. its just a chatroom
