ok guys this isn't acctually a question but i was going to put it here for people who are having the same problem as i was.
have u ever wanted to add something to the (ablities in the title) and havent been able to? well i finnaly got it to work *sigh* 24 hours of my life i am never getting back
To do it u can't base it off of searing arrows. u need it to have a buff. then make a trigger that says this

Condition:Attacking unit equal to (Your unit)
Action:Wait unit Attacked unit has (Cold/posion arrow stacking or Cold/poison arrow Non-stacking or Cold/poinson Arrow info) checking every .15 seconds.
Action:Whatever special affect or special extras u want go here :D it works all u need to do is put the duration for the spell to be like .1 or somethingI hope i helped somebody not have to go though what i did to find that out
