Set the CD of a spell

Just wondering if it's possible to a value? By that I mean forcefully activate the CD of the spell and set the remaining time.

I realized that if I use game cache and I restore a saved hero, it resets all the CDs of the hero,
which is really annoying

In a less figurative way: afaik this is one of the things that aren't archiveable at all. I think i once made a list of those things but i lost it when i got over to windows 7
