1)how would you make it so that when use a spell with no target points or target it makes nearby units run away (fear)
this is obivously and AoE spell ty for help

2)how would you make it so that you have a little aura that slows people like degen aura from dota

2) Just use Endurance Aura with negative values. (Hold SHIFT then double click the field you want to change. It allows you to add in negative values).

To make units run in fear, it depends if you want players to run in fear too...
If you don't, then:
Code:
Events
    Unit Starts the Effect of an Ability
Conditions
    Blah
Actions
    Pick all Units in (Units in 500.0 of Casting Unit) and Order them to move to Random Point in (Playable Map Area)

If you do then you have to use neutral extra, neutral victim or some other arbitrary team, ally them to the player, change control, order them to move, wait duration, order them to stop, change control back. (It's even better if you can make them do what they were doing before they were feared afterwards)

What doesn't work?
If you can't make the value negative, go to File -> Preferences -> General -> Allow negative real values in the Object Editor

and you have to set the targets to enemy ground (or smth like that)
