what are the tags at the bottom of a page for?

i just noticed them, some like spam, then there were weird ones like bookworm when i clicked the link.

They supposedly help you search for threads.
That's debatable.
Currently only mods and up are allowed to actually add them, I think.

To ease searching.
Clicking on a tag "spam" for example will get you all threads which have that tag.
