Transport Ability Flags

So I have been playing around with the transport type ability and I have come across 2 flags of which I have been unable to determine what they mean:

1. Allow Passenger Smart Command
2. Allow Smart Command

Any ideas anyone?

Perhaps it allows right-click to work as a Load command?
