Hosting Site Question

Out of pure curiosity and my noobness at web creations, is it possible to create a website from scratch? You know, entirely out of HTML, Java, etc.? Or do you need a web hosting site?

If I have to use a hosting site, then does anyone know a good and free one that allows you to enhance it using scripts? (Other than invisionfree and freewebs)

I looked at some in this area, but none appealed to me. So could someone just lead me into the right direction?

Pretty sure you need a web hosting site to get it on the web if you don't want to pay for a domain, but you can do all the programming yourself.

Yea... I just looked on W3schools and it said that I would need to do a bunch of work and pay a lot of expenses, so I'll stick with web hosting.

Are you talkin about just makin the webpage then putting it on a host?
If so then you can make a webpage with any text editor. You just need to know good XHTML so your code is valid xD
