90 degrees cliff

In the Tutorial Terraining - Advanced 2-P posts a way to make 90 degree cliffs with raise / lower. I used to have it automatically with WEU but now that I don't have WEU anymore I need to use the file that does it from 2-P's tutorial.

Thing is, it is unclear where to put the file. 2-P says something about UI but there isn't any UI in my \Program Files\Warcraft ...

Anyone know where it is?

not sure, but maybe you have to create the folder yourself.
